The hubs aren't Campy, and they pre-date Tipo by ages. I'm figuring this thing dates from the '40s/early '50s.
That same crankset is on Coppi's '52 Bianchi Specialissima - I don't know what it is called, unfortunately. Those pedals look like Lyotard Berthet model 23's too.
We need drive-side pictures.

Karl Marx Stadt wasn't called that until 1953. If the quick release axles are original to the bike, then it was probably made much much later than that year too (but I don't think they are original to it). I'm going to bet 1960s anyway though.

True, you got me there. QR's can be replaced though - late '50s isn't out of the question, I'd say.

I think those hubs might be Renak pieces, owing to the East-German-ness of the bike. Diamant and Preisser still exist, though where "Renold" comes into this I don't know.
Qwerty, could you please get us photos of the other side of the bike, and of the derailleurs? That would make is much easier to date the bike.

True; before that, it was called Chemnitz -- look a little farther down the seat tube. Of course, that's not to say any of these decals are necessarily original. In fact, we can't be sure about anything, except that the Bianchi crank is probably not original. I wouldn't rule 40's / 50's out just yet.
Is this bike located in Russia? (based on the OP's photohost) If so, I am not sure that most people here will be able to give a local valuation for this... Interesting bike and interesting build... I wonder what the frame material is
