Foo - Audio/Video Transcription software???

Someone at work recently said that there is software that exists which can transcribe spoken word (from a video or audio source) to a text document, which you can then search (as with a Word or PDF file).
Does anyone have any info or leads on where to get this?
isn't that for speaking to your computer?
I need something that will transcribe a real player or windows media file and the like...
Dragon Naturally Speaking Pro will do it with 98% accuracy (after training) (that means an error every 2-3 lines). You need as good of a processor as you can get with lots of RAM.

As a warning, I got VERY frustrated with it. I am used to dictating and having a human transcribe. The normal error rate would be about 1 typo/page (or 99.9999%). 98% did not cut it. I spent 3X as long proofing my dictations. After 2 months of use, I threw it away. (that was Dragon Pro version 10)
