under $50.
I NEED TO BE ABLE TO DOWNLOAD PICTURES TO VARIOUS COMPUTERS. I don't want a camera that requires it's own software.
I don't need ultra-high quality pictures.

Any suggestions?

Pick up one of the Polaroid refurbs that Woot puts on sale once in a while. They're something like 6 megapixels and are < $50.
I don't think ANY camera needs its own software anymore.
We have a Kodak camera that uses it's own software and it's a PITA. That's the main reason I'm buying a new one.
Canon. plug it in and it shows up as a normal USB storage device. Most every model you can get with a lithium ion battery or AA powered so you can get the same features no matter which power source you prefer.
if your going to use it on a bike get a model with IS on the end.

I never plug the camera in to the computer anyway. Take the card out and plug it into a card reader and NO camera needs software.
Card readers cost about 4 bucks. Buy that and maybe you can just keep using your Kodak camera.
Sellout.woot.com had an HP camera for $49 yesterday. I would normally advise buying a pencil and paper and drawing your picture before buying an HP camera, but for $50 you may have to take what you can get.
