I had to drive for two days through a torrential downpour with my bike on the rack about 6 weeks ago. When I got home I did the quick dry, and have not ridden since. I obviously did not take some important precautions, and am afraid I messed some stuff up. My main concern at this point is that my headset feels almost locked up. I am able to turn my handlebars, but it makes me cringe. Did I kill my bike, or is there a relatively quick fix? My bike is a steel frame Surly.

Hello while most modern headsets are 'sealed' I would strongly suggest that you overhaul the headset. while headset is seal for protection while riding being stuck on a roof at 65mph+ in a downpour is another story. show the bike a little love and have the HS overhauled and your cables cleaned and lubed.
