I am about to install a threadless headset for the first time and I am a little nervous about not adding enough spacers, cutting it to length, and then realizing that I wanted it higher.
I am reasonably clear on the process of installing the headset, that is not my problem. I am just curious as to other people's preference on stem height in relation to the seatpost.
It is a 56 cm road frame with a tange cyclo fork and a cane creek c-2 headset. Stem is Ritchey pro 100mm w/ a -6 degree rise. At least one spacer will be the canti cable housing.
I like to be fairly far forward and down, but had wrist and shoulder pains with my last setup.

Leslie Cut too long. Use extra spacers.Remove or rearrange till you get it right. What others do has nothing to do with what you and your setup might require.

Just don't cut it. You can put spacers on top (above the stem but under the top cap), and shift it around until you find a height you like. Then you can cut with no worries.

same....
same....That don't fly too good if the steerer is full length like 30cm and the HT is medium to short.
