A guy near me has a Sport that I'm going to make him an offer on. It has pump pegs, a metal pulley, and a Brooks saddle, but it has 36 spoke wheels so I'm not sure what year it is. It's in pretty good condition. Good paint. Good chrome. I'd like to get it for free, but I don't see that happening. What is a reasonable price? Thanks.

Depends a lot on condition and where you are. Probably '70's based on the spoke count. Could be worth anything from $50.00 - $175.00 - depending.
p.s. - moving to the Appraisal sub-forum.
If the brooks is in good shape it is worth $60 alone. if the rest of the bike is in good shape and depending on what options it has it could go for as much as $200.
Lots of information is available at http://sheldonbrown.com/retroraleighs/sports.html. You can find the date from the rear hub.

Offer him $20 and be done with it. Go up as far as $50 if he balks.
I got my 1966 rod brake DL-1 for $30. I went up $5; the lady selling it only wanted $25.
+1 Post pics, as condition is everything. Assuming it has a nice Brooks saddle, a reasonable offer would be around $100. Anything under that mark makes the deal better and better (and $100 is a good deal, if it fits and is what you are looking for).

As has been said, condition is everything. I have two Sport models, ladies and men's in excellent plus condition. I would not take less than $125 for the ladies and not less than $150 for the mens (if the men's was for sale, but it's not). On the other hand I have a Sears copy of the Raleigh Sport and I'd be glad to get $50 for it.
