I just bought one, so I haven't had a chance to use it much. I intend to use it when it is dark out.

Whenever I experience low light conditions , I like to be reflecterized from head to tow.. That in addition to a good headlight and taillights on my rear rack and clipped to my helmet.. Quite a show I hope.

Definitely... I like lights that could burn holes in the ozone layer, and I supplement those with reflective stuff stuck about anywhere I can find a place. The first principle is to "Be Visible."

I have the most on when it's raining, because both my rain jacket and pants have reflective stripes on them. DE and PA (that states I commute through) both require reflective material on the sides of the bike at night so I have that there at all times on my rear rack and pannier that I carry every day. I think the little bit of extra glow helps in the rain at night but on a clear night, I think the glow is only likely to be noticed well after my tail lights are seen.
I have tons of reflective tape on my wheels and portions of my frame and fork. When it's low visibility (cloudy for instance), getting dark, or is dark, I have two headlights (one usually blinking) and one or two taillights (at least one blinking), as well as a brighter or fluorescent jersey.
Plus my helmet has a ton of reflective tape; white all over, and additional red in the back.

I don't like to rely on clothing for reflective materials, I want it to always be there any time I'm riding. My commuter pannier has over a square foot of rear-facing diamond-grade reflective tape, plus more on my mud flap and on my helmet.

I especially like having the material on my pannier because it sticks the farthest into the lane of any part of my bike, which makes the bike seem visually wider, and definitely gets me wider passing clearance from motorists.
