Hi guys could any one tell me how hard it is to change a frame which takes a 700 wheel so that it can take a 26inch wheel and if so how expensive would it be to get done

Not enough info- What frame? tires? brakes? intended purpose?
Generally speaking, most any 700c frame will have the bottom bracket too low with 26" wheels and isn't worth the effort to change it just to get a substandard bike.

There have been some frames designed to work with both wheels, I forget exactly who or why. Presumably something like a touring bike that could bale out onto locally available parts, or be configured for mud and road. Nashbar used to sell a touring frame (new model this year). That had a BB height of 13" in 700C. If it were set up for disc brakes, it would seem possible to switch wheels without much adverse effect, which sorta makes LW's point since a 13" BB height is very high.
Another option is 650B, In that case one can use adjustable V brakes as well as discs with the two sets of wheels.

I haven`t heard of that one. Between 26 and 700 I don`t see much need for interchangeability, but it would be nice to be able to swap between fat 406s and skinny 451s because of available tire sizes. Tire diameter is just about the same, so no BB issues, and they wouldn`t need to be disc brakes- you could use side pulls for tall skinny wheels and cantis for the smaller fatter ones as long as you`re able to do the change over at home (or carry around the "other" brakes with you).
