Just came up with this in an eBay search:

http://cgi.ebay.com/NEW-DIY-LIGHT-CHROME-SCROLLING-LED-BELT-BUCKLE-RED_W0QQitemZ260518809041QQcmdZViewItemQQptZLH_DefaultDomain_0?hash=item3ca8218dd1

Its a scrolling red LED belt buckle for $12.

Now what to program in for use as a commuter taillight?

These have been around for a long time. DX sells them for about that price too, and in other colors. They're not that bright, and from more than 20 feet away they'd just look like a relatively constant light. You'd be better off with a superflash.

Well yeah, if my goal is safety and not bling...

It's too small to see unless you're standing still and someone is standing within a few feet.

If you want bling, go get some Hokey Spokes. They're only $30 and they're WAY more bling that that dumb little thing.
