i have a gary fischer utopia and i was looking into getting some beefer tires for the winter...are 700c tires he same as 29er tires? Can i fit 29er tires on my bike and rims?

Yep. Same wheel size. As long as the Utopia has the frame clearance for the tires you want and its rims are wide enough for said tires, it will work.

29er tires will fit on 700C rims without problem, except for those related to the relative width of the rim and tire. (Narrow rims and fat tires tend to be a bad combination.) Whether fatter tires will fit in your frame- I don't know. Usually you need to get the new tires and try them out. Your bike originally came with 700 x 38 tires. I would be surprised if anything larger than 700 x 47 (aka 29" x 1.95") fit in your frame.

...Or spend $2 at your local harbor freight and pick up the tool that will measure clearances for you (http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=7914). (It is also good for measuring hubs to calculate spoke length)
