Bell sells a winter kit for their metro helmet in three sizes (to match the helmets):

Obviously the vent plugs need to be sized to fit the spacing of the vent plugs, but are the ear flaps also sized differently?

I'm asking because I recently switched to a smaller helmet for a better fit, but now that winter has started I feel the ear flaps from my old helmet don't fit as well. I'm trying to figure out if this is just because there's less room inside the helmet or if the ear flaps themselves are too big. I don't use the vent plugs, so it would be a waste of money for me to buy a different size winter kit if the ear flaps are all the same.

My headphones serve as ear flaps. ;)

I do need a new helmet though and if I wasn't a music person, I might consider it, looks clever.

I use a balaclava instead of the the vent plugs so I can attach a helmet light.
The helmet light negates the vent plugs and that great fitting rain cover.
I use the winter kit for daytime errands and it works great in and out of stores, etc.
I also cannot answer your question, only that I would try to get a smaller pair if
the ear plugs can still be found. Good luck.
