I'm thinking of buying a new frame because it's on sale and I don't hold money well. I currently ride an '02 Cannondale Caad4 with an Ultegra 9 speed drivetrain. The new frame takes a braze on FD and mine is a clamp on. I know there are adapters to make a braze on work with a clamp, but what about the other way around?

NO. You need a braze-on.

Shimano clamp-on front derailleurs are not convertable to braze-on so you need a new fd.
Campy does make changable bodies to convert their clamp-on and braze-on fds to the other configuration but these are so expensive it's probably better to buy the right one.
