I think the title says it all. I have a old mtb(95ish) with brand new knobby tires. I don't notice while pedaling. It was stolen from me for about 2 year & I finally got it back. Then it sat for another 3 years until I recently dusted it off. Could it be a warped frame?
What kind of pressure is in the knobbies? They tend to feel squirrely on the road, especially at low pressure.
Have you checked your headset?

it was both actually, thank you. I took the psi up to 60. The max on the sidewall was 65 so I think this is okay.
