Why do they keep pulling loose? Maybe there's something else wrong you should investigate? It could be the rim tape needs to be replaced.
If it's just normal 'pulling' and 'drifting' I've never bothered to stop it, I let my wheels drift and they generally don't cause problems unless exacerbated by some kind of impact, IE, wreck.
Otherwise...you could put a high-viscosity lubricant on the spoke nuts or nipples, whatever you call em, and the sticky properties of it might help hold them in place. I'd probably wind up using nail polish and risking damaging the threads.
Is it all the spokes, or just a few.
You can buy nipples with nylon inserts that prevent the nipples working loose.

Green locktite.
Get your wheel all nicely tensioned and trued first, then give each nipple just a dot of green locktite. Green is designed for application after the fastener has been tightened.

Green locktite! Who knew? Thanks, I've got the same problem. Was thinking of trying locktite or wheelsmith spoke prep.

Dt also offers a product made by Loctite for this purpose

Hmm, I'd be using the nylon-insert nipples before I'd use loctite
