This is a shot of the underside of a chainstay on the right hand side. I have never seen a split in the tubing like this. Depending on the amount of rust that is there, could this be rewelded and saved? If so would it be safe?

It is from and early to mid 90's Parkpre Tange Double butted Cro-mo

That had to be what happend on the steel parkpre frame I posted about. The tube is split and there appear to be an outward bulge. Never seen it happen before.

You may be right.
It may have also rusted through at that point as well.

Take a pick and prod your frame where the paint is giving way and make sure you are not riding on tissue paper.

I'd junk that frame since there is significant rust inside. Parkpre is/was a mid/low end seller so that frame isn't super valuable anyway.

OTOH, it's probably pretty heavy tubing. I wouldn't bother repairing it, but I'd probably still ride it. If you keep an eye on it you should get plenty of warning before failure, and a failure in that location is unlikely to be catastrophic -- especially if the bike is a commuter or something.
