The Sopo site mentions Decatur Yellow Bikes (http://dybikes.org/) as having a different mission. Are you familiar with them? They're a lot closer to me.

DYB is not a bike coop. They take in rejects and repair them and paint them yellow. The bikes can be purchased or rented I believe.
