No, it is not currently rideable; you need to:
a) get a replacement front wheel
b) put the chain back on the crank chainring
c) fix the broken seat
d) get rid of those fugly handlebars!

this was from last year accident.
frontal crashed into a cargo van(he ran the light)...etc. The fork seems fine but the lugs on head tube has cracks on paint. So I am not sure is it still ridable?

there is something on the lower head lug that looks to me like a crack. I have to say that I find it disturbing that the lugs flexed so much when it didn't seem to do anything to the tubes. Generally, a bike will bend just behind the head tube lugs. The fact that all of the deformation seems to have been located at the lugs would lead me to infer that the mitering of the tubes was pretty bad. Since the paint is ruined there anyway, you could polish that area and see if there are any cracks. I'm guessing there are, and it's a total loss.

Agreement here
and "Galddies"
do not be surprised by piss poor mitring on the Italian steeds
One sees some real shockers!

My tip, place frame in veggie garden
dig in some chook poo
Plant climbing beans around frame
water frequently
wait for results to appear on nicley coloured climbing frame
eat the fresh produce
