I am new to cycling so I may not have all the lingo correct. I just bought a Giant road bike from Ebay and found that it had pretty heavy rust on the Rear Cassette Gears. Am I better off trying to get some product to remove the rust and then lube it or should I just get a new set of gears?

How's the chain look? I never worry about rust on the rear cogs, just lube your chain and, when you run through the gears, the cogs will take care of themselves.

Hopefully that is a sign of a rarely used bike. Its not a problem, and anything you apply to remove the rust (such as WD40) stands a good chance of seeping inside the bearings, where it will dissolve grease. Just wipe it off with a rag.
Are the teeth in good shape or worn to a shark's fin? If they are good then keep the cogs.
Automotive brake parts cleaner does a decent job of removing some rust. If its just light oxidation not a big deal, but if its actually eaten and pitted the metal time for a new cassette most likely.

The chain is looking the same as the rear cogs.
