Which is apparently some sort of voltage comparator.

I can't find a source to purchase this chip... does anyone know an equivalent chip in roughly the same dimension?

If all else fails, you could just replace the whole controller board. DX has some, though that would be a long wait.
What does it look like? How many pins? I find an HT7070A voltage detector, but it's for 7 volts which seems too high, unless it's there to cut off the light when the battery dies. That's a 3 pin thing that looks like a transistor.

I only found the data sheet, just checking if that's what you needed. The data sheet is linked from here:

It's got a where to buy link too but it's geared towards high quantity bids.

You might substitute something else, it sounds like it just needs to detect 7 volts. The NCP345 might be shoehorned to fit:
