Hi

would like to know if the tires are inchangeable? what about wheels of a 26" mtb tyres, would it usually fit onto bikes with 700 38 tires?

No. 26" / 700c / 27" rims all have different diameters, so while the tires might have a similar width, they are not interchangeable.

Buy the right tire.

No... 26 inch tires won't fit on a 700c rim, if you are asking that. If you mean will a mountain WHEEL fit in the frame that uses a 700 x 38, then maybe. But brakes probably won't reach.
