I'm not sure about that. If the people who wrote that guide followed their own advice, we can reliably assume the following:

The person who wrote the following guide on bicycle safety is a female who was kept indoors by her parents, never rode a bicycle in her life, was banned from "play vehicles" as a child, has stood in the middle of I-95 traffic with no ill effects, and died recently from a brain injury sustained in a 15mph automobile accident.

Sure its bicycle safety. Discourage everyone from riding a bike by making it appear to be unsafe. If no one rides, no one gets hurt on bicycles.

Why doesn't someone write something to that effect regarding someone having children and raising them to be absolute morons?

I was thinking more along the lines what's the easiest way for a person to get their head hit by a car going 15mph? Well if their head was up their ___

They probably put their ear to the road to hear if a car was coming.

...or regarding absolute morons having children and raising them that way. Sad to say, but some people just shouldn't have children.
