Touring - Only one set of panniers - front or back?

Bikeforums.net is a forum about nothing but bikes. Our community can help you find information about hard-to-find and localized information like bicycle tours, specialties like where in your area to have your recumbent bike serviced, or what are the best bicycle tires and seats for the activities you use your bike for.
If I'm going with only one set of paniers for my trip, should I mount them on the front or rear. I would think front, but I'd like the advice of some experts. ThanX!!

Rear.
You could actually put them in front or back, but, in the rear you can carry a larger pannier (=more gear) and you'll find that it affects your bike's handling less.
I really dislike panniers on the front. They make steering more difficult, and any wind that is not straight on tries to pull the bars from your hands. That makes it very annoying on a long trip. If you can do a seat bag only, that is probably the most comfortable, than rear panniers and handlebar bag. I'd consider front panniers as the last resort, when everything else is loaded.

I agree with ComPH definitely, REAR and a bar bag ,and maybe a top rack bag (trunk)
Rear rack. It will be better balanced that way.
