Any good place to get quality frames for a good price? Internet site or LBS. Waht do you guys think about FELT frames?

Felt makes terrific frames and are best known for their work with aluminum. What kind of frame - steel, alu, carbon, or other are you looking for? Do you have a price or budget in mind?

something like a s25 or f45 frame, can not decide between a tri bike or a road bike, tri bikes look very cool

Shouldn't be that hard of a decision. If you aren't doing triathlons, get a road bike. If you think you might eventually do triathlons, still get a road bike and worry about getting a tri-specific bike once you've done a few.
Road bikes aren't built the same way as tri bikes because the intended use isn't the same.
Tri Bikes are a bike of a strange geometry. If you want a bike that looks cool, keep looking at them.
