Are you looking for places to buy specific panniers/racks you want? or a place to browse around? In person or online?

I usually just research on the internet for a while until I know what I want, then use search engines and shopping engines (like froogle.google.com) to find the best price.

Amazon has loads of cycling gear, some stocked by Amazon, some from affiliated stores. Also Nashbar, REI. Lots of others.

I got both my rack and panniers here (http://www.modernbike.com). i use to shop thier storefront location, but they seem to no longer enjoy face to face contact with thier customers.

i've both bought from Wayne and BikeBagShop... Wayne ships with 2 toffees plus a lot of handy notes for products in the box so that I can't miss them out when fixing on my set of Tubus and Ortliebs... BikeBagShop is has slightly lower prices though, and a website that's much easier to understand. if you're from USA, give Wayne a call to see if he's helpful. his emails were so long... i wonder how much time i took from him each time! :-p

Tubus racks from Wayne @ thetouringstore, bags/panniers from bikebagshop. Both experiences are always very pleasureful. Wayne is a friendly and helpful guy. Bikebagshop shipped my order so quickly that I received my order the next day (less than 24 hours after purchasing).

If my LBS carries it or can get it, I go there for two reasons. He's a good guy, and if we don't support him he'll find something else to do. I enjoy his company and his knowledge. If he's not going to make any money on it, and he has to special order it, then I look around. Bags for my wife and I came from Wayne at The Touring Store. Without a doubt, the best Internet shopping experience I've ever had. Ever.

http://www.wallbike.com/ and http://www.peterwhitecycles.com/ have Schwalbe tires, Ortlieb bags and Tubus racks. www.rei.com has Ortlieb bags and more camping gear than you could ever imagine. http://www.rivbike.com/ has wool cycling clothing, Nitto racks, Trangia stoves and some really cool canvas bags.

I have the good fortune to live near a REI store. They have decent touring bikes and name brand gear. Friendly service. If you become a member a yearly rebate.

Another vote for Wayne. I had an idea in mind when I ordered my last touring rack. Wayne asked me some very appropriate questions and suggested something slightly better for the same price. His advice was perfect and the rack arrived in great condition in a few days. If your Local Bike Shop doesn't have it, buy from Wayne.

If you are not in a rush, I highly recommend you order from Wiggle, http://www.wiggle.co.uk/, Great prices, Good selection, and free shipping to US with purchases over $80 (or so). I purchased Ortlieb panners, Carradice saddlebags, brooks saddles. Service is always good.

I try to use the LBS if the price is close to internet pricing, I also look on the bay, my last set of panniers were purchased from REI when they had a sale.

Just out of curiosity, has anyone had problems with warranties when buying online? I buy the vast majority of my bike gear used (when the warranty usually no longer applies) or at my LBS (where I have had no problems getting manufacturers to honor their warranties), so I'm just curious.

Google Bob Beckman Designs, give him a call and see if he's still in business. He makes bomb-proof racks of surperior designs and function and great bags. The stuff ain't cheap, and if he's still churning them out it might take a while. But they are worth it. Especially the racks. The front rack with its large platform is particularly handy.
