I may purchase a Sugino XD triple crankset for use with a 10 speed drivetrain. I do not know how old this crank is, but the alloy chainrings are pinned and ramped. I'm assuming it's for 9 speed or larger chain.
How can I determine if this, or any older crank, is compatible with a 10 speed chain?

The only way to know for sure is to try it. As for the tooth thickness, I've got a nearly 20 year old hybrid with steel biopace chainrings with no thicker teeth than a modern 10 speed. Even 11 speed teeth are only .1mm thinner.
