Does anyone know if there are storage lockers for rent in the Amtrak depot in Portland? I will be passing through on Amtrak both ways on a tour next summer and may want to leave some street clothes and other non biking items while riding in OR and pick them up on my way back through.

I think they do, but I'm not sure. The Greyhound station is right next door, so you could look there. If not, I'm pretty sure the BTA would know where to point you. Or maybe a local bike shop could store them for you. Or one of the local bike clubs will adopt you.
