A friend of mine is having some issues with the Brink Property Management, the company that is managing the condo he's renting in Bellevue, Washington. I was wondering if y'all know what sorts of agencies he could possibly go through to deal with some of the issues he's having.
I've already told him about the BBB and the Attorney General's Office.

Property management companies usually does the job an HMO would do and most do it poorly at best. Property management or HMOs really just concerns themselves with exterior repairs. What kind of issues?
Are dues not being payed?
Does he have to pay dues or is the condo owner paying them?
Is the company management not doing exterior repairs?
Does he or the condo owner have to approach the property management to get repairs done?
If he is renting a condo, big chances are the condo owner, not property management is the one to put pressure on for any problems or repairs. If he's smart he'll just make rental payments to the condo owner and let the condo owner worry about any dues to property management or HMO.

In California, the state Department of Consumer Affairs has a website that outlines all of the landlord-tenant laws. Nolo Press also puts out various books on dealing with these laws from the landlord or tenant side. California is a very pro-tenant state and I've had to waste extreme amounts of energy and money dealing with horrible tenants. I wish the laws were more like Arizona where I can just give a 3-day notice and throw them out on the streets and keep their deposits without justification. :)
Check out the tenant's council in the area. They might have some references or places to go.
