Unfortunately chances are they will kill someone before receiving the award, or kill someone while in the process of receiving it.

In any case, the two words, "gross negligance" come into play here. If they do injure or even worse, take someone's life, that could be grounds for a manslaughter charge.

When I read that bit I felt a bit queazy - he's already run you down before he gets to that rumble strip.
