I saw a local ad selling this tandem bike for $299, seller claims it's in almost new condition but doesn't know the brand or anything about it.
Does anyone know what brand this tandem is?

I don't think it's particularly new; just lightly used. Frame/fork/stem have that mid to late 1990's look.

A few ideas I had...

Are the saddles original to the bike? My Cignal Tandem has the word Cignal on both (original) seats and I know many other mid-to-low-end bikes are the same way.

There can't be too many 90's model mountain/hybrid tandems that had the entire drive train on one side of the bike can there?

I can't tell, does this bike use a pulley for chain tension or an EBB? (looks like a pulley from the shadow but I can't tell 100%)

It is impossible to tell with any certainty from the photo provided.

However, in general, it appears to be a department store-quality bike (idler pulley on sync chain, stamped timing ring / ring guards, reflectors, etc...) with low-end components consistent with the asking price which, in fact, may even be high. You can buy bikes like this off of Ebay for similar money.
