what makes a rim a track rim?
the ones im looking at Vuelta pro track wheels, have machined sidewalls so I assume I can use them for rim braking.

In practice, a rim is a "track rim" if it says so on the label. There's no functional distinction, and cheap track wheelsets have the same rims as cheap road wheelsets.

In some cases a track rim will have an extrusion that doesn't accommodate a brake at all, but that's rare except among very expensive track wheels.

It usually means that the 'braking surface', if there is one isn't machined and is powdercoated/anodized.

I use 180 and 200gm Saavedra tubular rims on my track bike. The aero shape doesn't have parallel sides for brake-pads and the entire surface is anodized. I wouldn't want to use brakes on this rim.
