Hello everyone, I'm new to the forum, just wanted to introduce myself. I'm currently living in South Florida, moved here from Houston. I rode Mountain bikes at a few of the local parks between Houston and Austin for years, and now that I am here, I am starting to get into road bikes to ride up and down the coast with buddies from work. Only problem is I don't know that much about road bikes. I went and test rode a few at some local shops, and found that I like the positioning of TT bikes better and find them more comfortable for me. I really don't want to spend the hefty amount on a "new" bike, so I just decided to build one. So I have a few questions.

I found a frame my size, a Litespeed Saber 2003, so that's my start. I would like to keep it as light/cost effective/fairly good to really good components as possible. My question is would it be better for me to buy say some older Dura Ace components, or go with some newer ultegra components for pretty much the same amount of money?

Also how is the 2003 saber frame compared to other frames of that same style of bike, or newer model sabers?

The Litespeed seems to be a solid bike.
I would buy New Components.

Yea, new components seem to be the safest thing to do, I have been researching the new 2010 ultegra group, seems pretty promising. Will probably go with that. Only thing is when I am done I don't want to have spent more than what it would have costed to just buy a new bike with the same components. I am starting to see that wheels are going to be my biggest expense. Hopefully I can search around and find a really good lightweight used set in 650c. Any suggestions on what I might want to keep an eye out for? I am totally new to road bikes and their components.

I always bought off the shelf mtn. bikes, usually specialized and never was happy with the components that would come on the bike and always end up upgrading. So hopefully going the other route and building this one and picking each and every piece out will kill the need to upgrade as much. I didn't really spend that much money on the frame/fork, so after a few hundred miles or so, if I really don't like the TT frame after all, I can always find a Standard frame and swap everything over, but from riding TT bikes already (not much) I think I will enjoy it. I'll get some pics posted up as soon as I start putting everything together.
