I am 6' with a 31-32" inseam. I was told a 59cm would suit me. Does this sound right? And does 1 or 2 cm make a difference?

Yes. An incorrectly sized frame can really take the fun out of riding.

I have a similar inseam as you and ride a 54cm Fuji... FWIW.
Without any more info of the 59cm bike you've been recommended, it sounds like it would be wrong bike.
More to the point... did they measure you? If you got measured by a quality shop, then that trumps any opinions here.

....also depends on the bike. Some 59cm bikes (Trek) may be closer to a 57cm in another brand.

If you're not sure and you can't test ride then don't buy it.
On the face of it it does seem too big.
Tyr this link for a better opinion.

there is more then one measurment (sp).
A good lbs (local bike shop) will do them.
then they should put you on a bike becuase measurments don't tell the whole story.
Its very important to get a good fit, so you can get the most energy transfer.
Take your time.
good luck

Is that inseam the number on the back of your Levi's or is it your true inseam measured from crotch to floor? I'm about the same height and I have a 35" inseam. Granted, I have long legs and you may have short ones, but if your true inseam is closer to 33-34", a 59 might be right for you. Also, it depends upon the manufacturer, overall geometry, and what you plan to do with it. (Race? Tour? Club rides?)
