First of all, I am a runner just getting into mountain biking. So please forgive me for sounding like an idiot with my bike terms. I just bought a trek 6700 off of ebay and assembled it myself, not really knowing what i am doing. So this could be why the chain is loose. It just gets loose when I change gears to where the chain switches to the smallest front sprocket. My rear derailleur is not creating the proper tension. Can anyone help me, or do i need to got to shop for tune up. Thanks, spencer

There are a few ways to find the correct chain length. See the attached link from Park Tool. I hope this helps.
