In other words, how much more scope do I have regarding spacers and handle bar height compared to
a 1" carbon steerer?

Someone suggested that 30mm is probably the maximum spacing you would want with a one inch carbon steerer, so would this be doubled with a 1"1/8 steerer?

It varies with the manufacturer. 25mm and 35mm are the industry recommendations for 1" and 11/8" if you don't have anything specific. People routinely ignore the recommendations. No cheeze with the whine if things go south.

if im reading your question right you want to know how high your spacers can be...
i believe you can only stack as high as the steerer tube is wide...so with a 1" steerer tube you can have 1" of stack height and with 1 1/8" you can have 1 1/8" height.
