1: theres no prohibition in ACA racing against compacts is here? theres acouple of HCs here that i feel more comfortable doing with a 34...
2: can i swap between a compact anda fullsize without swapping out my chain?

No prohibition that I know of and the chain might have to be shortened a few links.
Others will be more precise.

Yes and yes.
You're better off swapping your cassettes though. It's much less of a hassle than adjusting the FD.

what RTC said. You can swap the crank without replacing the chain if you're careful, but you have to raise/lower the front derailluer every time, and then adjust the cable tension appropriately. Which hill climbs do you have in mind? A compact isn't necessary for Evans... it's long, but not particularly steep...39/25 or 27 should get you pretty much anywhere in colorado, especially at race speeds.
Why would there be a prohibition against compacts? How could someone even think that it could be an issue?
