Bought it for $ 60.00. Lugged columbus tenax frame. New dia-compe single pivot brakes, sugio cranks with aluminum arms + rings. Downtube shifters, front is friction, rear is a "light action", indexed, 6 speed rear, double front. Can I upgrade the rear to STI by just changing just the front brake lever? Could i go up to 8-9 speed? Or should I just keep it as is and use it to get used to riding a road bike? Opinions wanted.

What are the shifters, derailers, and hubs? Bikes with Dia-compe and Sugino usually came with Suntour. Upgrading Suntour stuff to STI will get pretty pricey and probably wouldn't be worth it - i.e. might as well get a new bike with what you would spend.

Even if those parts are Shimano, it still could require a lot of new stuff. A 6-speed Shimano hub is either freewheel or Uniglide freehub. Neither are compatible with 8/9-speed Hyperglide cassettes. So you'd need a new rear wheel (or if it is a Uniglide feehub, you can transplant a Hyperglide freehub body onto the old wheel). And of course, you'd need the new shifter/brake levers, new cassette, and new chain.

Could I just replace the right brake lever with say a SORA STI lever and leave it at that?

you could, but newer sora is 8 speed. you have a 6-speed rear, right? I think the bare minimum of parts you would need are:

-new back wheel, 8/9 freehub
-cassette
-new chain
-shifter/brake lever
-downtube cable stops

definitly feasable though. I'd say to go ahead and do it.
