Any Rans dealer can sell a frameset - Angletech Cycles, Hostel Shoppe, etc if you don't have a local dealer. Rans F5 Pro (http://www.ransbikes.com/F5Pro.htm):

The Bachetta Giro 26 ATT (http://www.bacchettabikes.com/recumbents/bikes/giro26att.htm) can also be set up with dual 700c wheels (23mm wide max, I think). The Bacchetta Carbon Aero 2.0 can also be run with these wheels. I don't know if the B bikes are available as framesets.
If it turns out that you learn to ride a 'bent on a Seavo, then a high racer should be practically a piece of cake.
Can't go wrong with RANS.

A friend of mine modified a Bacchetta Strada with disc brakes, a carbon cyclocross fork, and dual 700C wheels. He's 6-foot-7 so it looks "right" underneath him, though.
Regarding Jeff's post on the Bacchetta Strada, I think I read some posts on the forum on Bacchetta's web site that the earlier years of the Strada could accomodate 700c without modifiying the frame. If you are interested in that option, you should be able to find the relevant posts on that forum
Then, if you want a Strada made in those years, you could post a wanted listing on the free classified sections of Bacchetta's, BentRiderOnline's, and Hostel Shoppe's sites.

As usual, I'm going about this whole process backwards.
I own a very lightly used Chris King/Open Pro wheelset that I'd like to be able to use. I also have a pair of Magura hydraulic rim brakes and an XTR rear derailleur that I could rob off of a bike that I'll probably never ride again. So now I'm looking for a recumbent frame (preferably red) that I can hang them onto.
Believe it or not, this process has actually worked for me in the past. Ask enough people and eventually somebody has the right answer.
Are your legs long enough that a 700c hiracer will work for you?

Hmmm... the Magura's fit on standard "cantilever" mounts, so you'll need a frameset with the posts in the correct position. None of Cod's selections have cantilever mounts, so that may be a non-starter. OTOH, many recumbent builders are pretty small-scale. You might be able to get what you want by calling them.
(FWIW: I have a set of Magura hydraulics that I bought used and never put on a bike. I'll try to sell them at the Portland Bike Swap meet in a couple weeks, and put them on Ebay if they don't go. They're the spiffy neon green units.)
I've built a couple bikes like that: look around the garage, staring at the piles of parts and then realizing "I almost have enough for another bike". Then I find a frame, and zim-zim-za'la-bim! I have another bike! That must be why I'm going to be selling 4 uprights at the swap meet, too.

M5 also sells framesets. You'd have to be your own importer, though. On the positive side, I think import taxes on a frameset are lower than for a whole bike.
