I'm upgrading to a pair of 451mm wheels. I have a few of the smaller 406 size tubes left, would they fit in the new rims?

In an emergency you should be able to use them. But it would be very easy for the smaller tube to get pinched under the bead of the tire and have a blowout when inflated. I'd suggest donating or selling them to someone else who uses the BMX size wheels.
