Bicycle Mechanics - Problems with 12-27 Cassette

I have a 1999 Litespeed Vortex and I recently installed a 12-27 Shimano Dura-Ace 9-Speed Cassette. The top guide pulley rubs the largest sprocket (27T) regardless of the B-tension adjustment screw setting on the Shimano Dura-Ace 7700 Rear Derailleur. According to Shimano specs the derailleur is compatible with a minimum 11T sprocket and a maximum 27T sprocket. Any advice?

Maybe you need to add a link or two to the chain. Does it touch when you take the chain off at the crank and give it some slack? Just guessing

It seems to me the chain length is wrong. I've heard of people using a 30 cog with no rubbing.
