The carbon fork makes it kinda hard. You can get close with a Soma Smoothie ES ($359) and the carbon fork they sell with it for $189. Maybe you can get a deal from a dealer. You could just get the frame and order a cheap carbon fiber fork online seperately. Nashbar has Easton forks on sale stupid cheap right now. I don't ride carbon, so I can't comment on the quality.

Supergo has a frame/CF Fork/headset for $250 and has gotten some good reviews.
GVH has some Raleigh's with CF Forks and stays for under $400, they also have some Cannondale's (CAAD 3 to 5) ranging from $400-600.
There are a few deals to be had with some searching.
