Does anyone know which part I'm missing. I asked around and someone said that they think it's a quick release skewer. See the picture below.

You are missing the standard quick release skewer for a front wheel. There are also hex key skeweres that provide the same function which are not quick release

yes you need a skewer. similar to the silver one below. the green one requires a allenwrench to tighten and loosen and helps reduce theft. if there is a LBS (local bike shop) near you take the bike there. they will sell you what you need and show you how to use it.

If you bought it used you might consider doing or have an overhaul done on the hubs.
