Cyclocross - identify this painted cross frame on craigslist?

A frame got posted to my local craigslist this morning that claims to be a "high quality" steel cyclocross frame, probably a "Gunnar or Bianchi". But it's "been spraypainted many times" so the seller claims not to know the build. I don't have great background with cross frames, and I would love your expert guesses on what make it is, or your general comments on the apparent quality of the frame.

I'm also, of course, a little suspicious of it being a stolen, stripped, and spraypainted bike. But I think I can figure that out once I get in touch with the seller.

It does not look to be a Cross Check. CC's do not have the brake cable stop on the seat stay or the cable stop on the seat tube. It also does not look like the Gunnar since it has the brake cable stop on the seat stays.

Yeah and as far as I know crosschecks got no lugs. hmm...

I would even venture a guess as to possibly being some sort of Claud Butler design as shown by the brake hanger bridge on the rear of the bike.
