I don't think it's a Cinelli frame. Cinelli sold frame parts like the bottom bracket shell on yours. It is a very nice looking handbuilt frame, however. If you don't intend on asking for an appraisal, you might want this moved to the main C&V forum. Not everyone who browses there reads this subforum.
If you post in the main C&V forum, title it something like "Mystery Frame". There are a few members who greatly enjoy a challenge like this, and they're quite good at steering you in the right direction.

Not a Cinelli...I'm trying to remember who made and used that fork crown,EDIT: it looks to be a Henry James IC crown, so even more evidence that at least the fork is from a US custom builder...
very distinctive...I think this could be a custom American builder.
The dropouts have the "portacatena" holes which date those bits to around 1978 till the early '80s.
I don't think the forkcrown and those dropouts were available at the same time on this planet, so maybe a later built fork, or built using whatever parts he had on hand at the time. Please confirm that is has BSC threading in the BB.

The fork crown and seat cluster style certainly don't look like any Cinelli I've ever seen.

That looks like a custom bike. Probably early 80s. Is the BB English or Italian?

That's not a Cinelli. The fork crown and lugs look like Henry James products, so my guess would be an American builder.

Yes, I agree the lugs are Henry James, the BB is Cinelli and the drops are Campy and Cable guides. So does anyone have guess as to the year and maker? It came with Super Record Components.
