It varies widely depending on the size and the mood of the buyers. I've seen them go between $260 and $450. It's really just a rebadged fuji. Same components and frame. And by the way, Merckx didn't set the hour record on a Windsor, it was a custom built colnago, and the windsor stickers were put on at the last second, as windsor was a mexican bike manufacturor, and merckx set the record in Mexico City.

They look flimsy. May be a good idea to find a better used ride, no?

ditto what danielmolloy said. from http://www.torelli.com/home.html?http://www.torelli.com/owen/eddyhour.html&1
"At the last moment Windsor stickers were slapped on Eddy's otherwise unlabeled bike. A distracted Merckx saw this as an acceptable way to thank his Mexican hosts (Windsor is a Mexican bike), but Colnago was infuriated."
looks like the person selling those bikes (may be windsor, maybe not) is trying to capitalize on this little-known piece of history, trying to create a "cycling legacy" for windsor that never existed. i'd say spend an extra $150 or so and get an IRO, fuji, pista, etc.
That Windsor is a Fuji...or perhaps the Fuji is a Windsor...whatever, they are the same bike. Not that it's a bad thing.
