Is it true that if i was 6' tall, a 21" mountain bike frame should be adequate (which is also the biggest size offered for most of them) whereas for a road bike a 21" frame (~54cm) would be considered too small...

Yup. Take a minute to think about how you ride them.
You ride a road bike on the road. Most roads are pretty flat from side to side.
If you do it right, you'll be riding your mountainbike on some considerably more rugged terrain. Trust me on this, whenever you have to put a foot down, it'll be on the low side of the trail. It's better to have some extra stand over clearance when mountain biking.

21" MTB sounds too big. I'm 6'1" and a !9" is perfect.

Very true, get the bike you are planning to buy fitted, I am 5'6" and I have a 54cm frame which fits perfectly for someone who is 6" you deffiantly want bigger.

For someone 6' I would be floored if you needed anything more than a 19" MTB and a 56cm roadbike.

These days most roadbikes have a compact style, with a dropped top tube. They have the same length, but a lower standover compared to a traditional frame.
It is not uncommon to see 4-6" of standover clearance on big road frames, pretty much like MTBs.
When comparing frames, go by length as well as height.

Sizing of bikes is pretty personal. I run VERY small bikes compared to most people on here (excluding the odd dhiller and ex-bmxer)...I am 6'5 and run a 19" ht (which I find too big for anything but xc) and a large dually (which is about equal to a 17" bike) which fits perfect. Sizing charts, programs and such are a place to start but in the end you need to figure out what suits you and your riding :)
