I'll be in Red Bluff at the end of March for training (work) and figure I'll bring my touring bike to get a weekend trip in. Any ideas for good loops in that area?

Gad I envy you!! Just be sure to carry as much food & water as your cages & jersey pockets will hold, since the distances between the markets is a little long, and you might want to call them ahead of time to make sure they're open (the traffic on that road isn't enough to sustain Circle-K hours.)
I found it by accident several years ago on a motorcycle trip, and I complimented the nice man at the campground store on his excellent road...
Old Man: "MONKEYS! This danged road was designed by monkeys."
Me: "These must have been some kind of supermonkeys with enlarged craniums, or..."
Old Man: "You wouldn't say that if you had to commute on it every day."
According to lore, the whole asphalting crew showed up, but they couldn't get the earth-moving equipment (bulldozers, etc.), so they just laid asphalt on the natural curves and hillocks of the land. There are lots of decreasing-radius curves that will sneak up on you, and a few tight curves where the apex occurs at a little hillcrest. The scenery is striking, the asphalt is smooth (mostly), and the traffic is minimal, since there are more efficient/less curvey roads to the north & south.

Jelly's Ferry Road is a lovely road for cycling, too. Rolling, pastoral, not much traffic.
Maybe a loop out on Jelly's Ferry and poking around east of Redding, overnight in Redding, and back to Red Bluff via the towns of Igo/Ono and SR-36. Worth checking out.
