hello,
i am wondering how to strip / pain a steel bike and for striping it is there any other way to get the paint off with out sand blasting

Yeah, there's a gazillion threads on the topic.

I use a chemical stripper to remove all the old paint.

go to autozone and get a paint remover in spray.
