Hi everyone, I picked up a 09 Fuji Cross Comp for my commute to work and I love it, although now im looking for a rear pannier rack to hold my Nashbar Garmet Pannier. Here is a stupid question but I wanted to make sure before I buy a rack and install on the rear seat stays there are small holes, the holes dont go all the way through but I assume thats where I install the rack? if your familiar with this bike let me know, also what kind of Pannier Rack would work with the Nashbar Garmet Pannier?

I have the Cross Pro, which is the same frame. Yes, two holes on the stays up by the brakes and two holes at the dropouts are what's used for the rack. Any rack will fit, it's a standard configuration.

I use a Topeak Explorer rack, but someone that has the garment bag you have may be able to give a better answer. You could also try posting in the commuting forum to raise your chances.
