I just finished a 30 mile ride and noticed a cut about 3/8ths of an inch long on the center part of my back tire. It did not go all the way through to the tube. Should I replace the tire?

no, just carry duct tape :)
I would replace it. I don't like having to walk my bike back home because I was cheap and didn't replace a damaged tire. :D
It may run for a long time, but why take that chance. Perhaps you could use it on an indoor trainer.

i'd replace it too. i'd hate to be cruising down the hill at 35mph and have it give way: that'd ruin my ride :-|

My test is to pump up the tire and check the cut. If I can feel a bump or if the tire makes kind of a "Z" shape, one or more of the tire cords have been cut and I replace it. If the area around the cut feels the same as the rest of the tire, it's just a surface cut and I ride on.

Ditto the advice above, except I'd run a strip of duct tape behind the cut, just to be safe.

Replace it. Cheap insurance - upside is marginal, downside is really low. Don't know if your tire is kevlar reinforced, but think of the pressure exerted from the inside out...blowout on a fast downhill would be ugly.
