I am reading the UCI regs, and saw a change for 2002 that could make it a fairer go for everyone.
Now the first 16 teams are essentially the first 16 TT/I teams in the World Cup from the year before. There are a few specials, but I suspect that they will, in fact, be in the top 16 anyway. Those include the team for which last year's winner rode, last year's winner, etc.
After those 16, to fill out the 18 to 22 teams required, organizers have some leeway, and may choose TT/Is and TT/IIs while "giving primacy to sporting consideration". I suppose for Leblanc that means "it is sporting to let the French watch French teams".
